第1巻目に夜神月がデスノートを使って新世界の神となると宣言し「キラ」になるという名言ですねー。私自身、日本語版はありますが英語版がなかったので自分ならどう訳すか？と考えてみました。

「僕は」ではなく「僕が」と強調されているのでI'm the one、そして今そうなる（キラになる）事を決めたので未来形のwillを使って表現します。新しい世界（まだ出来上がっていない新世界）は a new worldになり、the god of a new worldで新世界の神になる、が出来上がります。

2番目は意訳になりますが「僕は/が、新世界を支配する」という意味で神（王）的な存在になる事をさします。
